This cage is designed very well, at a good price. Great for one or two parakeets, or up to five finches (if you add smaller feed cups). If accessories (toys, extra perches) are added, it gets to be a little small for two parakeets, but still pretty good if the birds get taken out of the cage for some of the day.
Good:
1. Slide-out bottom tray about 1" deep, with removable screen (which I remove because I use paper).
2. Reasonably large (about 6x6"), swing-down front door with spring catch.
3. Second swing down door in the vertical section of the roof. Good for letting the birds come and go if they please, or for accessing the top of the cage.
4. Large, open feed cups. Much better than the kind with a hood. Wide enough to catch a lot of the shells if seeds are fed.
5. Feed cups are accessible from the outside.
6. Horizontal bars on the sides of the cage. Much safer for smaller birds, and makes it easy to hang dishes or other things on the side of the cage.
7. Seems well-made. Easy to remove the entire bottom of the cage for cleaning, but also fairly secure.
8. Very good-looking cage with pastel green and periwinkle bars, and decorative wire accents.
Bad:
1. Feeder cups are about an inch too deep for my taste. Makes it difficult for the birds to get all the way to the bottom. Easy to get other dishes, though. I just added a smaller dish elsewhere in the cage.
2. Plastic perches. Not good for birds' feet. But for the price of the cage you should be able to afford some better perches.

(Or, if you're handy, get some clean branches and make your own.)
As for "splash guards," I find them bulky and not worth the hassle they cause. A broom or a vacuum once a week will take care of stray hulls and feathers-- which will fly beyond the splash guard anyway if the birds get excited and flap their wings.
As you can see, there's not much I didn't like about the cage that wasn't easily fixed.
